Chair Rob Axson opened the meeting at 9:16am. Cathy Richardson gave the prayer. Corinne Johnson led the Pledge of Allegiance. Lesa Sandberg read a single platform plank, in compliance with our bylaws. 

Shawn Milne, Convention Chair, and Tina Cannon, Convention Credentials Chair, made announcements. As of 9:29am our attendance was 123 members. 

Adoption of Agenda

Lesa Sandberg, Washington County, made a motion to adopt the agenda. Rob Axson made a motion to move the officer reports to later in the agenda. There was no objection. Rob Axson also made a motion to move the adoption of the election rules to the beginning of the elections. No objections. 

Rob made a motion to do all elections, including the SCC committees, national committeeman and vice chair, on the same ballot. Olivia Dawn, Davis County, objected. Maryann Christensen, Salt Lake County, made a substitution motion to have all the committees speak and then vote on the committees, followed by the national committeeman and vice chair speeches and those elections. Chris Null, Salt Lake County, clarified that Maryann’s substitute motion was what was already on the agenda. Maryann Christensen, Salt Lake County, withdrew her motion. 

We then took up the original motion to combine the SCC committee, national committeeman and vice chair elections into one ballot, which passed. We then took up the original motion to adopt the agenda, which passed at 9:46am. 

Adoption of Minutes 

Rob Axson made a motion to adopt the minutes from the Feb. 11th, 2023 SCC meeting. It passed with no objection. 

Approval of the 2023-24 Budget 

There was a presentation by McKay Newell, Treasurer, of our proposed budget for 2023-24. McKay Newell made a motion to adopt the budget. Kirby Glad, Utah County moved to call the question. Motion passed. We returned to the motion to adopt the proposed budget for 2023-24, which passed. 

Officer Reports

Rob Axson, chair, gave an officer report. Stafford Palmieri Sievert, secretary, gave an officer report. McKay Newell, treasurer, gave an officer report. 

Approval of Caucus Date for 2024 

Rob Axson made a presentation. Rob Axson made a motion to hold caucus and a presidential preference vote on March 5, 2024. If precluded from having a presidential preference vote on March 5, and we have a presidential primary instead, then we would have caucus before or on March 12 and inform the SCC of the date promptly and quickly. Carolina Herrin, Utah County, called the question. Motion passed. We turned to Rob’s original motion, which passed. 

Authority for the Chair to Find and Secure at 2024 Nominating Convention Venue 

Rob Axson made a presentation. Rob Axson made a motion to give him the authority to lock down a venue that meets our space and logistics requirements for April 27, 2024 and to sign the contract to use that venue on that date, unless there is no venue that meets our requirements available on that date and then to do so on April 20, 2024. Motion passed. 

Committee Elections 

SCC Elections Chair Chris Null, Salt Lake County, made a presentation. Goud Maragani, Salt Lake County, made a motion to skip candidate speeches for CD3 and CD4 Executive Committee elections since the candidates were running unopposed and will be elected by acclamation. The motion passed without objection. 

Rob Axson moved to adopt the Rules for Leadership and Committee Elections. Rob Axson moved to amend the rules to extend the national committeeman and vice chair election speeches from 2 minutes to 3 minutes. No objection and the motion passed. 

Mac Sims, Utah County, made a motion to remove second, third and subsequent round speeches in the interest of time because of the convention happening that afternoon. The motion failed. 

We returned to the original motion to adopt the rules. It passed. 

Candidates for the CD1 Executive Committee election spoke for one minute each in the following order: Teena Horlacher, Shawn Milne, Jamie Munns, Jackson Wing. 

Candidates for the CD2 Executive Committee elections spoke for one minute each in the following order: Lesa Sandberg, Chad Saunders, Blaine Nay. 

Rob Axson pointed out the CD3 candidates (Neil Sebring, Salt Lake County, and Kirby Glad, Utah County). They were elected by acclamation. 

Rob Axson pointed out the CD4 candidates (Jared Cahoon, Salt Lake County, and Maryann Christensen, Utah County). They were elected by acclamation. 

Rob Axson introduced the Audit Committee election. Candidates for the Audit Committee spoke for one minute in the following order:

Rob Axson introduced the Constitution and Bylaws Committee election. Candidates for the C&B Committee spoke for one minute in the following order:

Rob Axson introduced the Vice Chair replacement election. The following candidates spoke for three minutes in the following order:

Rob Axson introduced the national committeeman replacement election. Rob noted that both Ron Fox and Chris Herrod had withdrawn from the race and would not speak. The following candidates spoke for three minutes in the following order: 

  1. Brad Bonham
  2. Michael Deaver
  3. Rusty Cannon
  4. Gunnar Thorderson
  5. Don Guymon

Credentials Report

Mackey Smith, Salt Lake County, stated that there were 149 SCC members present: 126 in person and 23 virtually. 

Chris Null, Salt Lake County, conducted a test vote. 

Rob Axson noted that there was an opportunity for the party to fundraise out of state on August 19th, the original date of the next SCC meeting. This may require us to move the date of the August 19th meeting, but that Rob would confirm with the SCC as soon as possible. 

Amendments

Rob Axson made a motion to move the agenda item for the Amendment to Comply with State Law up on the agenda to do this now before the elections. Motion passed without objection. 

Rob Axson handed over the chair of the meeting to James Evans, Salt Lake County, since Rob is the sponsor of this amendment. Rob moved to adopt the Amendment to Comply with State Law as it Pertains to a Special Election. There was a roll call vote of which 144 were yays, 1 was nay, and 1 was present.

Chris Null, Salt Lake County, made an amendment to the credentials report: there are 150 members present, 137 in person and 23 virtually. 

Jordan Teuscher, Salt Lake County, made a motion to extend the meeting to 2:30pm. The motion passed.

Election Results - Round 2 

  • National Committeeman. 148 votes were cast.
    • Brad Bonham - 42 votes (28.38%) - THIRD ROUND
    • Mike Deaver - 41 votes (27.7%) - eliminated 
    • Gunnar Thorderson - 65 votes (43.92%) - THIRD ROUND

Election Results - Round 3

  • National Committeeman. 146 votes were cast. 
    • Brad Bonham - 73 votes (50%) - TIE
    • Gunnar Thorderson - 73 votes (50%) - TIE

It became obvious that we had lost quorum. Whit Cook, Tooele County, moved to adjourn the meeting to a day and time as coordinated by the Chair and both candidates, as soon as possible. Passed. 

Jared Cahoon, Salt Lake County, moved to only allow the election business to carry over to the adjourned meeting. Passed. 

Meeting adjourned at 3:07pm. 

Minutes from the Adjourned Meeting held on August 19, 2023

Welcome: Chair Rob Axson

Rob opened the meeting at 9:57am 

Prayer: Father Oscar Parra

Pledge of Allegiance: David Benson, Cache County Clerk 

Single Platform Plank Reading: Jeramey McElhaney

Rob made a motion to allow the NCM candidates 2 minutes instead of 30 seconds. There was no objection and the motion passed. 

Blaine Nay made a motion to conduct the election by paper ballot. It was seconded. Rob Axson asked a point of clarification: how will the people online be able to vote. Blaine asked for the secretary to have people vote in person in breakout rooms on Zoom. There was discussion. 

James Evans, SLCo, asked point of parliamentary question: how can we vote on a motion that violates our bylaws? Rob clarified that we do not have a complete motion because we do not have a way for people online to vote. Blaine would need to complete his motion with a way for people to vote online. There was further discussion. 

The chair ruled that this would violate our bylaws for equal access to the ballot because no method was provided for the Zoom participants. 

Joe Levi made a motion to move in person to paper and those online would use the online system previously prepared. Aaron Bullen called the question on Joe Levi’s motion. It was seconded.  

We conducted a vote by raised credentials. It was close, so the chair ruled to count the vote. The result was 63 in favor, of which 3 were online, and 90 against, of which 31 were online. The chair ruled the motion failed. 

Chris Null explained how to vote. We conducted a test vote. 

Brad Bonham gave his speech.  

Gunnar Thorderson gave his speech. 

Stafford Palmieri Sievert gave updated final credentials report: 162 final credentialed members of which 42 are online. 

Balloting was opened at 11:29am. 

Balloting was closed at 11:38am.

Brad Bonham was elected with 95 votes and 60.13%. Gunnar Thorderson received 63 votes and 39.87% of the vote. There were 158 votes cast. Final election results

The meeting was adjourned because there was no further business at 11:43am.
