WHEREAS, the 2023 legislature narrowly passed and the governor signed into law SB31, altering the official Utah flag, removing significant historic symbolism and honor to Utah’s heritage;

WHEREAS, during month-long voluntary referendum efforts, a sample of nearly 50,000 registered voters expressed their will to keep the Utah Flag and displeasure with the unwarranted change – underscoring a process deficient of public awareness, involvement, and feedback;

WHEREAS, per the language of SB31, it does not take effect until March 9, 2024, and yet legislative leaders and the governor have prematurely raised the recently created banner over the state capitol;

WHEREAS, at the Republican Organizing Convention on April 22, 2023, thousands of delegates – duly elected by tens of thousands of their neighbors across the state – voted overwhelmingly to keep the Utah Flag as the official state flag;

RESOLVED, the Utah Republican Party calls on GOP legislators to repeal SB31 and restore the Utah Flag as the official state flag in perpetuity and to consider adapting the recent design for purposes other than any type of flag representative of Utah in any capacity;

RESOLVED, the Utah Republican Party stands behind the ballot initiative, “Restoring The Utah State Flag,” to allow Utah voters the opportunity to decide whether or not to change the state flag.
